You're right. The Palestinians should be doing a lot more than they are; arguably everything. They've been the worst led people for a century, and you're right, as a people there's been a complete abdication of responsibility. Maybe I'm biased, but, to be blunt, I expect more from Israel because they're capable of more. Life isn't fair, I guess. It's kind of like being a black belt and having some drunken doofus hassle you. You know you could leave him bloody and unconscious, but, if you're responsible, you take the high road and walk away.
