First thing to remember about Fallujah. It was/is a center of the Bathist party, wasn't it?
This means that many people in the city aren't eligible under current rules to hold a government job, join the army, or run for elections. It is not surprising therefore that the US is not very popular in that town. We have purposefully excluded them from Iraq's future. I don't have a better solution than to excluded them, since many are the scum of the earth as proven by their participation in Hussein's regime, but we should expect a little resistance from those completely locked out of the plans for the future.
