I'm going to read this to mean does he have the right to play in the NBA. If I've read it incorrectly, please correct me. As far as I know, the conditions to be eligible for the NBA are minimum. I think Artest meets these minimums. I do think he also has the right to play after serving his suspensions. I would prefer that he doesn't play. I think what he did was wrong and he should pay for it.
