That won't happen for a billion dollars. To fully close the borders we would need about 16,000 people just to close the Gulf of Mexico coastline (based upon 8 people per mile to fully patrol and interdict entry in a mile).
I base this estimate on military, light infantry, patrol rules that I was taught in 1990. We could also use the military with a weapons free policy. I don't want to live in a country with that policy. Treatment and demand reduction is the most cost effective method.
