It cuts both ways.  There is more than one cycle here that can be
broken.  Addressing poverty will break a link in more than once cycle
involved in the use of illegal and illicit drugs.

How much do you think poverty pushes people to drugs vs drugs keeping
people in poverty? Is it possible that getting people off drugs would
be a step towards reducing poverty?
