I don't think there needs to be a criteria to define who an artist is (or not). However, I do think the number of promotion dollars behind an artist will affect how the artists is affected by file-sharing. Acts like Metallica, Madonna, Garth Brooks, etc.. are going to be affected differently than acts like Mike Lasala, Far Cry Fly, Rane, Gargantua Soul, etc (who very few people have heard of).
