I'm not a fan of nationalization, of anything. However, I wouldn't have a problem with the feds setting training and operation standards. If you want to mandate an FAA approved training course, that would be okay. And then set federal guidelines on how they operate. And then fine the crud out of them when they fail to do their jobs.
