Without knowing the people, who can say, but you might be getting
yourself into bigger troubles here.

The guy has stolen from you and you've confronted him.  He gave you a
bs answer and you're allowing it fly.  The law of the jungle tells the
guy he can take advantage of you further and you won't do anything.

Maybe the guy isn't like that, but sounds like he is.  Anybody that's
living with you, staying out all drinking night when he should be
getting a job, and stealing from you when he can, should be confronted
with consequences.

If not, these type of people will typically see just how far they can
push you or how much they can take.

I'd also say that the duration is still within the house guest period.
 If you allow them to stay longer you could start to getting into the
grey area period.

The "landlord tipoff" is a fantastic technique.  If you can't
officially do that, a decent made up letter you can display would be
the next best thing.

The more you let this guy get away with the more vindictive and
destructive he'll become - law of the jungle.
