At least in "spectator poker" "odds" is the percentage chance of any particular partial hand winning, regardless of potential player action.
Once the river card is dealt (last card) the odds are always 100% that one hand is best. However the owner of that hand could still choose to fold or be out bet (depending on the rules in play).
