Definitely flowering. Weeping Cherry, probably Japanese or Oriental. I would guess dark pink flowers (since some thought went into the plantings, and it is against the white house with red shutters). And it wouldn't clash with the other tree.
That red tree in the middle of the yard looks like a Red Sunset maple. The lower trunk is single and too straight for a Japanese Maple, I think.
