I'd have to go back and look at dates but it seems to me Bush was in office for 
a good 6 months or more after the Gulf War and the massacre of Kurds took place 
during that time.  However, I would have to check the facts adn don't have time 
right now.

As far as I can recall our major military actions during the Gulf War
ended in 1991.  Now, the other thing that I seem to remember is that
relatively speaking it was a short period of time between the end of
the conflict and Clinton's election as President.

Yes, HW Bush (it's not Sr/Jr, but I'll allow you that technical
difference) did make the promise of support.  However he was not in
office to hold up to that promise.  As a nation we should keep our
promises but you can't blame either Bush for the complete failure of
the promise to the Kurds.
