Interesting. This is a very nuanced addition to a complex picture. I
am not sure what point you are trying to make if any but -- real per
capita income increasing from $5814 to $7472 is significant, yes,
but...

On the other hand it does show that self-determination is making a
difference, which makes sense since federal management of Native
American affairs was apathetic at best and more usually horrific. So
this is good news and possibly an argument against the government
being there to help.

On a third hand I am not sure you can consider the question while
throwing out the Navaho Nation, which is large enough to skew the
income statistics for the entire state of New Mexico.

And on a fourth -- can income increases really always be considered
progress? At least some of this population has no desire to
participate in a cash economy and is able to successfully decline to
do so. On yet another other hand, a lot of them are Navaho and this
would be an argument in favor of excluding them.

This is a topic I know quite a bit about as Albuquerque is surrounded
by casinos, Navahos who do go to college tend to go to UNM and oh by
the way I have had a number of dealings with the economic development
officer of an Indian tribe in Texas. Oh and I am a student of the
local Native American culture. So yes, I'll be delighted to talk with
you about this as long as you know what you are getting into, lol.
