It doesn't look like you read the message - he said pretty clearly that the power of the "stun gun" was the determining factor. Bringing the question down to a simple black and white/yes or no issue as you have doesn't properly represent his post. Similarly you might say "It's okay to hit your kids". However the statement doesn't specify if you're talking about a spanking through a diaper or pummeling them with an aluminum baseball bat. He didn't say that using stun guns on your kids on your kids was okay or not: just that there wasn't information to make a decision. So, is using a "stun gun" okay? In general I would say no. The purpose of a real stun gun (which it seems this was) is near complete incapacitation. I feel strongly that no punishment should incapcitate the child. Restraining a child to prevent injury is one thing, but knocking them flat and cold is something else. But is using an electric charge "okay"? Why not if done with care? Light electric charges are completely uncomfortable yet completely harmless (barring certain circumstances like pacemakers) - which is why they're so commonly used in behavorial science. There's both precendent and research to back up this approach. An off the shelf stun gun could be modified to deliver such a charge (although if I were to attempt this personally I'd probably modify any of the numerous shock-enabled dog collars designed to prevent straying or barking).
