I disagree here, but maybe we disagree on the definition of evil.  To
me evil is someone who tortures, maims, or kills, does it knowingly,
and likes it.  These type of people are evil no matter what the
society they live in.

For example, are the bombardiers who dropped bombs on Germany evil
because they knowingly killed civilians?  Most would say no.

What about the cop who shoots first and asks questions later?  Also
no.  Maybe bad judgement, but not evil.

I would even say that some serial killers aren't evil, just demented. 
For example, I remember a story about a guy who turned himself into
the police before he ever killed anyone - he said he knew he was about
to.  After lots of study, the docs gave him the job as the state
executioner of Ohio, I think, and now he's a healthy member of society
because he gets the killin out of his system.

Then there's people like Hussein's sons who were clearly evil.

The summary is, just because the guy was knowingly involved in some
evil enterprises doesn't mean he was evil as I defined it.  It does
mean he was guilty of poor judgement, and therefore deserved the death
penalty.
