Maybe I can. The phone system in New Mexico is notorious for phone
lines run along the top of fences, which are frequently blown over in
75mph winds or trampled by cattle. DSL is simply unavailable in large
parts of the state, Albuqurque being one of the exceptions. In fact,
in many rural areas a dial tone is only available through coops. A few
years ago Qwest was allowed to raise its rates on condition that they
promise to sink a given sum into infrastructure. They have made only
the most nominal effort at doing so and are something like two years
behind on remediation. A member of the public regulation commission,
which is in charge of all this, was recently caught literally smoking
something -- she was arrested at the airport en route to a conference
where she was to represent the state with an stash of marihuana in her
suitcase.
