This I have always wondered about the US legal system?  Is it possible to sue 
for, in this example, a fence to be installed?  No personal and/or emotional 
damages.  Just to get the fence installed?

I would agree that the city and/or the private owners do not owe this kid or 
his family any money.  The kid is at least 51% (95% maybe, 99.9% even) 
responsible for his injuries.  I'm not so sure on my feelings on the idea that 
erecting a fence is a relatively simple solution for protecting the clueless so 
may well be worth while.
