Aside from that there are entire governments, abet not in the US, that
very proudly use the name liberal. That's probably why relations
between the US and Canada are so shakey now, Shrub's kneejerk reaction
to the Prime Minister of Canada being the leader of the Liberal Party.
You have to admit though, the federal government of Canada is doing
pretty good right now, its in the process of legalizing marijhuanna,
debating legislation legalizing same sex marriages, increased
prescription drug coverage, cutting taxes, and doing all of this while
enjoying the largest surplus in Canadian history.
As for your 3 points, 1 is not indicative of true liberalism, its more
of a neo-conservative thing, for instance there has been more no-bid
contracts put out by the current government than any recent one. Point
2 has been shown to work quite effectively, for instance in civil
rights, before the federal government stepped in the so-called free
market approach failed miserably. As for 3 you're implying here that
people are to blame for their own poverty, when the research shows
that simply is not the case.
