In California you apply, say that you were unjustly fired then the hearings 
begin.  frequently employers don't fight it.  Plus if you can come up with any 
half plausible reason as to why you were unjustly canned you have a pretty good 
chance of winning your case.  The burden really switches to the employer and 
documentation.

in maryland they cant.

you can only get that if you get laid off.
