MS Word - save as webpage. 

Word 2000 and newer triple the amount of code, but if they can get there hands 
on Word 97 it did a pretty good job of keeping the code simple and there is 
little to no learning curve.  But then again it depends on the complexity of 
the page they wish to create.

I personally don't think DW is a tool for the clueless. It assumes too
much understanding of the underlying concepts of HTML. Ever since 1.0
they've marketed it as a WYSIWYG tool for professionals.
