The point was that it's a tax that only affected the exceptionally
wealthy. (Or such was my interpretation.) And since the wealthy won't
be paying the tax, the government will find some other way to generate
that revenue, generally speaking out of the pockets of those who can
less afford it in the form of other taxes. Falls in the category of
what Bill Clinton was talking about prior to the election -- receiving
fantastic tax benefits because he's a member of the upper 1% (at the
expense of the remaining 99).
