quicktime will do them, just export it to mpg or whatever or there are a ton of 
video converters.
 I been using the ashampoo burner which I like a lot more than nero and it 
seems to do them fine and if it doesn't it's usually a codec issue (divx, xvid, 
etc..), just google for free codec packs. If you use flash and have sorenson 
squeeze that will do it as well.
