No problem :)

I can think of dozens of reasons why domestic pets shouldn't be alloweds to 
roam neighborhoods at will. A few:

- while some neighbors won't mind your pet constantly on their property, 
others will. With that in mind, its just the "neighborly" thing to do to 
make sure your pet is not upsetting any of your neighbors.
- some neighbors might have allergies that are exacerbated by your pet 
coming into contact with objects on their property. Againt, just not 
neighborly.
- domestic animals, especially dogs, face risks out in the real world that 
they just are not equipped to handle. Traffic for one.
- there is always the risk that your pet will injure another pet that was 
secured in it's yard, making you fully responsible.

if you live out in a fairly rural area, and what few neighbors you have 
obviously don't mind, and your pet faces few dangers and never causes any 
problems...then by all means its ok. But the fact is this scenario is quite 
rare. In my neighborhood particularly, no pets should be free roaming. It's 
just too dangerous for them, and a nuisance to the rest of us.
