What you see is a major cultural difference between the United States and much of the rest of the developed world. Most European countries have strict rules around violence on television and in movies, but they are generally somehwat relaxed to very relaxed about sex and nudity on television.
The U.S. is a country born out of violence, forged in the violence of the War of Independence and the drive West toward our "Manifest Destiny". I have said this before, but it's quite ironic that we share similar (though not nearly as extreme) cultural attitudes toward sex and violence as much of the Arab world, although our fundamentalism comes from Puritan fervor. Puritan culture is alive and well in the U.S. We mostly remember the Puritans for modest dress and no fun lifestyles, but they were also responsible for hideously violent punishments for transgressors- burning at the stake of witches, homosexuals, even animals thought to be in league with witches. The Puritans were the spiritual progenitors of the Religious Right.
