What if someone from a state without income tax wins while visiting. Do they have to pay California State tax?

Which brings up a question in my head. What happens if a citizen of another country wins the lotto while visiting the US? Do they have to pay taxes on it? Can the even collect it? They wouldn't have a permenant residence in the US and are not a citizen, how would that work? Is it considered income?
