You're exactly right and what this legislation does is require the
Federal Government to essentially approve your bank account
application.  Which also means that, thanks to the Patriot Act, the
Feds could easily locate and search your financial records without
your permission or knowledge.

BTW, it's been awhile, but I think the Revelation of John piece says
that a leader of the most powerful country will fool people into
thinking he's aligned with God and then attempt to identify Christians
by creating a system necessary to travel or engage in commerce.  It
would single out Christians because, since they know this is going to
happen, they will refuse to participate and therefore be easily
identifiable.

It'll be interesting if some of the Religious Right step up to oppose
the National ID.
