Panhandling in Cincinnti is pretty minimal, they've really cracked down on it. Instead we have this program where panhandlers get a "licence" to sell this wretched magazine called "The City Beat" they get them for free and sell them and keep the profits, or thats how i understand it to work. I buy one every now and then, mostly when its raining and I forgot an umbrella. Its a cool conecpt, or atleast a better one that allowing panhandlers to run a muck in the city...
