Definitely. In that vein, I can see Weeg's justification in being pissed at the people who have the capacity to pull themselves up (or to have prevented their current situation in the first place), and don't. On the flip side, a degree of compassion and understanding is due people who's situation has become hopeless for the reasons you mentioned.
