My understanding is that the French no vote effectively killed the whole thing. 
The Netherlands no vote was dubbed a "coup de grace" on the death of the 
Constitution. Without the French, you don't get the Dutch. Now the British are 
likely not even to hold a vote on it, and it just dies. 

I like Jochem's take, though. It isn't a constitution. It is more like our 
Federal Code- a whole set of laws and regulations governing everything the 
federal government does. That doesn't belong in a constitution.
