That's not likely to ever happen because of international business...
I don't so much care for the idea either because I think the
likelyhood of abuse is significant. First they're registered and
they're monitored for fraud... sure, that's a good thing (although not
very practical to implement), next the registry agency is being used
to enforce non-fraud related moral judgements on what kinds of
businesses are okay.

The Chinese government likes to put people in prison and beat the crap
out of them repeatedly for trying to excercise "free speech" (which
their government doesn't give them). From them this is just the latest
installment of Orwellian "Ministry of Truth" style government action.
