1, That's mostly true, however the fed does have rules about environment
concerns that must be followed.

2, If you have water on your land, then your state probably has a law
claiming it must be secured in such a way that people or livestock can't
just wonder in.

The people that decide the rules on your hill are the federal government,
the state government, the county government and the city government.

Many laws governing land are state laws, because the federal government
can't realistically determine the risks of everything in the state.

However, drugs have the same risks across the board, sure they affect people
differently, but in order for medical treatment to be standard in this
country, then the federal government had to have some control.

Say you get a prescription in CA, and then you drive to some state where it
is illegal, and get caught, then you get arrested.
