There is no such thing as a conflict of liberties, Dana.  Liberty means freedom 
to do what you wish within the confines of the law.  These cannot conflict 
until someone crosses that line.  It is legal for someone to take HUGE toke of 
a cigarette and blow it right by you.  However rude that may be, they have the 
right to do that and you have  the right to call them nasty names, complain to 
the restaurant manager, and/or leave the premises (note: the restaurant manager 
has every right to MAKE them leave, however you do not).

Your statement is highly dangerous and more toxic to the foundations of the 
liberty of Americans than a smoker's 2nd hand smoke will ever be.  Be careful 
what you wish for, because if we lived in your would, we'd soon be saying, 
"Hello, comrade programmer.  Did you get your toilet paper this month?"
