I don't know what he thought, but it's what I think and I've got 2
good datapoints on my side:

1.) While Clinton was in office there was a long string of relatively
peaceful times there.  Unfortunately Arafat was disingenuous, but
while people thought peace was coming there was relative peace.

2.) Norther Ireland.  Same type of thugs, killing for the same
excuses, rendered inert with peace.
