It can be done with a little messing arround. Years ago I use a program called "hidewnd" (I think) that ran in the system tray and enabled you to hide windows, essentially removing them from the task bar completely. When you un-hid them they filled the task bar in the order you un-hid them. Using this you could hide all your windows, then un-hide them again in the correct order.
