You don't know that she wanted to appear rebellious especially since she got the tattoo in a place easy to cover up. I'd say it's more of an accessory or body art rather than rebellious - tattoos are very mainstream now and don't look that rebellious. Maybe the teardrop one or a screaming demon on your forehead, but otherwise it's more art than attitude. Although, that being said, she may not be a storm trooper at all but rather a rebel dressed up as a storm trooper. Remember Han and Luke in the orig?
