It's a generalization... For a lot of young adults, now becoming
middle-aged it's still true, because their model for rebellion is
anything that pisses off their parents who were in my parents
generation. My dad was a hippie and a cool guy when he wasn't beating
my mother or threatening suicide... My mom was a hippie, but had
completely lost her mind by the time of my earliest recollections of
my relationship with her and had become ... mormonized, although
that's not really her problem. But it did mean that she was/is very
prudish. There are still a lot of people in my parents generation who
look down on body art whether they're wanna-be hippies who sold-out
like my mother or like my uncle simply always aspired to be a
litigious, materialistic fuck in a neck-tie that makes them look as
though they shot their couch. It's common to see the daughters of
those people (who are still on the waiting list for the operation to
remove the stick from their ass) use body art as a way of rebelling
against the things their parents represent even though they don't
hang-out with the body-art crowd and know nothing about it. So they
run out and they get some horribly predictable ink and say "look, see,
you can't control me, it's my life, and I'm a rebel! <giggle>". The
giggle at the end of course betrays the reality of their situation.

For people who've grown up in a reasonably liberal environment sure...
But there are still people in our generation and younger who've grown
up with up-tight parents. Children of the religious right for example.
