My friend runs an FTP server and has to send an email out about once a month
with his new IP. I run a web server http://domains.kchost.net/
http://www.kchost.net/
and others also have my DNS server. I have to have a static IP. I checked
on getting DSL with 5 IP's about $179.00 a month plus $350.00 installation
and setup. Installation is a rip.

If you go into your network setting and put in the ip address that you
areassigned as static, then there is a good chance that you will get your IP
address back after a reboot. I've kept the same IP address for about a
month now that way(until a little while back when my computer was off line
all day)
