Not to be a buzz-kill, but I figured this one out... :P

Simple economics -- it costs more to produce 2 different sets of
buttons, so they just produce one set of buttons with brail and use
them on all ATM's.

I expect there has to be some audio response or somesuch that I don't
know about (because I'm not blind) on the ATM that allows blind to use
it... either that or the buttons are also used for some other device
that doesn't need to provide a response, like elevator buttons.
