Well, if I recall, the first plane hit he probably felt like the rest of us,
that some small plane crashed into the side.

 

Also, the circumstances were a bit different. There were un accounted for
aircraft, and at the time he was in a very public place. The last thing
anybody in the country should want is the President getting killed in a
terror attack.

If I recall, his immediate response was to sit, dazed and confused, for
quite a while.  The next response was to go into hiding (contrast that to
Tony Blair's actions immediately after the 7/7 London bombings).

After that...the attack on Afghanistan was a good idea but the subsequent
policy sucked.
