Oil refineries aren't infrastructure... they're Halliburton Profit Centers. 
Where's the relaying of destroyed pipes and cable, where's the rebuilding of 
the electrical distribution grid?

Ah, here's where the media comes in. We've been rebuilding infrastructure in 
Iraq since the end of the war. The only time you hear about the rebuilding 
is when the 'militants' blow them up. There are few, if any positive reports 
in the media about the rebuilding.
