In some cases that will depend on the country. We have treaties with some
countries in respect to trademarks and copyrights.

What concerns me most is if the EU for instance created their own root
servers, and then said .com for the EU root servers is controlled by this
group. Then king-nacho.com is one thing in the US and something completely
different in the EU.

That is my definition of a problem :)
