You mean calling in to minimize? I'd suspect that they did it because their 
beef wasn't with the british people, but the government...maybe?

no, when the IRA was putting bonbs in the Tube and in pubs and stores
they would leave packages then, usually, call in a warning in order to
minimize casualties.

I don't know that this was a religious thing.
