The fact is that the Whitehouse lied about it's involvement with a leak of CIA operative thus compromising national security for decades to come. Mr. Wilson's actions are completely irrelevant to this violation of Executive Order except as a motive. The Whitehouse leaked this information and has failed to comply with it's own executive order.
