So let me see if I have this. You can make a universal group a member of a local group and may in fact want to do this to grant access to users from multiple domains. However, in the scenario as presented, this does not work because groups that are automatically created are the exception. So if there were a local group created by an admin called CanAdministrateTheDomain with all of the appropriate access the you can make a a universal group a member all day long.
