You're pretty hyperbolic there, sport.

No, what it means is that while you can be Commander-in-Chief, if
you're looking to invade a country without provocation you'd better
check with your Generals that have been in battle before you do.

Let's try an analogy:

Let's say I'm CEO of Wal-Mart and would like to start a luxury goods
adjacency.  Let's also say the COO came from Tiffany's, but the rest
of my staff has only worked for Wal-mart.  They're gung-ho, but the
COO doesn't think I understand the risks.  It's my job to make a call
- who should I listen to?

Hopefully it's now obvious to you that, yes, you could be the CiC, and
you can have an opinon.  But, if you're smart, you listen to and trust
those that have more experience than you.

Remember: The fool learns from his own mistakes, the wise man learns
from other's.
