Well... the chip was initially developed for use in livestock.  The chip is
about the size of a long-grain of rice and very easy to implant for cattle
where it replaces tattoos or other surface branding.

For people it would contain an ID which (in theory, if more than two
hospitals actually get the equipment to read it) could be used to link a
person to their medical records even if the person is unconscious and unable
to inform medical personnel.
