hypoglycemia != diabetes, agreed. But diabetics have a greater chance than the general population to become hypoglycemic (due to mismatched insulin and food intake).
So simple sugar (in many forms) is taken to correct the condition. Wouldn't that make it a drug by the definition given previously.
