So not the case. Iran and North Korea have been pursuing nuclear weapons for 20 
years, and there is every indication that they would have done the same thing 
whatever US foreign policy had been. Check out the latest issue of the Fletcher 
Forum of World Affairs, http://fletcher.tufts.edu/forum/. There are a couple of 
good articles in there on Iran and North Korea, both of which more or less 
argue that both countries must have a nuclear weapon, because that is the only 
possible way their autocratic rulers can maintain their hold on power. 

The author of the article on Iran argued, presciently, that there would be no 
incentive the Europeans could offer that would be good enough to keep the 
Iranians from restarting their nuclear program. Surprise, surprise, what did 
Iran do this week? They spurned the offer of the EU-3 and resumed re-processing 
work.
