Actually, yes, that's true.  However, originally the FBI had to get a warrant for the 
user's ISP account (just like a wiretap
warrant is for a single phone number).  But, the FBI complained that some suspects had 
access to several accounts so the law was
changed and now the FBI can monitor all accounts that they think the suspect has 
access to.
