If I understand your questions, t's technically possible. It's more a question of design and implementation choices.
I think the perception of most Flash "sites", consciously or not, is that it's a packaged, immersive experience. The idea of it as a container of information that can allow information inside the container be accessed in a nonlinear way from outside the container just isn't a paradigm that seems to be the current mode.
