You mean like the arbitration that was used to get Iran to stop on the road to nuclear weapons? It's been tried again and again and again. Remember Oslo? Remember Wye? Remember the Roadmap? All arbitration, all failed due to a certain side who shall remain nameless not fulfilling its obligations. Arbitration ONLY works if BOTH sides want it to. Not if one side wants it to and the other sees it as a stalling mechanism.
